Project Overview
The Parks Master Plan was formally adopted by Novato City Council on Tuesday, April 9, 2024. This is the first comprehensive Parks Master Plan adopted in City history and will serve as a valuable strategic guide and “roadmap” for both current and future parks planning and recreation development over the next 5-10years.
Development of the plan began in February 2023 and included an assessment and inventory of all City parks and outdoor recreation spaces and facilities, an Americans with Disabilities Access Study, a Level of Service Analysis, as well as an extensive public engagement process including in-person and virtual community meetings and events, as well as a community needs survey.
Novato Parks, Recreation & Community Services believes that Parks Make Life Better and our City parks and recreation facilities are intended to create healthy spaces where our community can play, gather, and have fun together. This Plan is rooted in community engagement, and we are thankful for our community members who participated in the development of the City’s first Parks Master Plan. We look forward to enhancing the Novato Fun experience for our community!

Background Information
City Council approved allocation of $250,000 during the Fiscal Year 2022/2023 Budget Development towards completing a Parks Master Plan Study.
A Request for Proposals (RFP) was released on October 19, 2022. The City invited experienced consultants to propose on this project and assist with the development of a comprehensive Parks Master Plan. A proposal submission deadline was established as Monday, November 21, 2022.
On February 14, 2023, City Council awarded the professional services contract for the Parks Master Plan to Berry Dunn, a nationally known parks and recreation management consulting firm to oversee the project.
