The Finance Division, part of the Administrative Services Department, provides financial services and fiscal management to all City departments, as well as outside agencies and individuals under the direction of the Finance Manager. Programs within Finance include:

  • Purchasing

Comprehensive Annual Financial Report (CAFR) / Basic Financial Statements

Finance is also responsible for coordinating the annual independent audit. The City has prepared a Comprehensive Annual Financial Report (CAFR) since 2011/12. Prior to 2011/12, the City prepared Basic Financial Statements.

Following ownership transfer to the City of the asset previously owned by the Novato Finance Authority, the financial statements have been combined with the City's audit beginning in FY 10/11.

Single Audit Report

In accordance with the requirements of the Single Audit Act of 1984, the City prepares a single or program-specific audit for any fiscal year during which the City expends $750,000 or more in Federal awards.
