Housing and Homeless Committee
The Housing and Homeless committee was created to provide information and make recommendations to the City Council regarding homeless policy and issues within the City.
The Committee assists with reviewing the state of homelessness in the City of Novato, by planning, advocating, supporting, and collaborating with those affected by homelessness. Click "Housing and Homeless Committee" above for agendas, minutes, or to apply to serve on the committee.
The City of Novato remains committed to protection the health and safety of community members and employees, while also striving to deliver public service to the greatest extent possible. The City partners closely with the County of Marin and local service providers to ensure that people experiencing homelessness have access to the resources they need.
In June 2021, the Novato City Council approved a set of actions for how our community can continue to proactively address homelessness. These actions, intended to help continue to provide access to resources, services and housing to unhoused community members, will also protect the environment and services essential for continuity of government and use of facilities by all persons not just those unhoused.
Federal Temporary Restraining Order Regarding Encampment at Lee Gerner Park
On July 15, 2021, a federal lawsuit was filed against the City of Novato by the California Homeless Union and several occupants of the encampment at Lee Gerner Park. The lawsuit seeks to prohibit enforcement of new City ordinances 1669 and 1670. Though the City was prepared to enforce these ordinances and simultaneously deliver much needed services, this lawsuit and the temporary restraining order will delay those actions until the Court fully considers this matter.

The Marin Homeless Continuum of Care (CoC) has launched a Coordinated Entry System (CES) to ensure that people experiencing homelessness receive the best services to meet their housing and/or service needs.
