Council adopted Ordinance 1690 (Agenda Item G.4), banning the use of gas-powered leaf blowers, restricting the hours of use for leaf blowers, and prohibiting the blowing of leaves, dirt, and debris onto adjacent private property, public property, the storm drain system, or the public right-of-way within Novato city limits.
The ban on the use of gas-powered leaf blowers will not be enforced by the City until July 1, 2023. Enforcement will commence on July 1, 2024 for parcels of ten (10) acres or more with a land use designation of agricultural or conservation. All other provisions of the ordinance are effective October 13, 2022.

Council held a Public Hearing to reintroduce a draft ordinance (Agenda Item I.2) banning the use of gas-powered leaf blowers and restricting the hours of use for leaf blowers within Novato City limits.

Novato City Hall
Adoption of the draft ordinance (Agenda Item G.4) banning the use of gas-powered leaf blowers and restricting the hours of use for electrically-powered leaf blowers within City limits was deferred. The ordinance will be reintroduced at a future meeting to clarify that the restriction on the hours of use for leaf blowers applies to all leaf blowers, and not just electrically-powered units.

Council held a Public Hearing and first reading of a draft ordinance (Agenda Item I.1) to ban the use of gas-powered leaf blowers and restrict the hours of use for electrically-powered leaf blowers within City limits. Council requested the ordinance be amended to delay enforcement of the ban on gas-powered leaf blowers until July 1, 2023 and July 1, 2024 for parcels of ten (10) acres or more with a land use designation of agricultural or conservation.
