The Novato Police Department will fairly and impartially consider all applications to carry firearms in accordance with applicable law and this policy.

Per the Supreme Court’s ruling in New York Rifle & Pistol Association v. Bruen, requiring an applicant to establish ‘good cause’ to get a carry permit is unconstitutional. To comply with the ruling, we will no longer enforce this requirement or require applicants to demonstrate good cause to qualify for a license to carry a firearm.

Qualified Applicants

In order to qualify for a license to carry a firearm, the applicant must meet certain requirements, including:

The applicant is a resident of the City of Novato (Penal Code § 26150).
The applicant is at least 21 years of age, and presents clear evidence of the person’s identity and age, as defined in Penal Code § 16400.
Fully complete an application that will include substantial personal information. Much of the information in the application may be subject to public access under the Public Records Act.
Be free from criminal convictions that would disqualify the applicant from carrying a firearm. Fingerprints will be required, and a complete criminal background check will be conducted.
The applicant is not a disqualified person to receive such a license, as determined in accordance with the standards set forth in Penal Code § 26202.
Pay all associated application fees. These fees are set by statute and may not be refunded if the application is denied.
Provide proof of ownership or registration of any firearm to be licensed.
Be free from any psychological conditions that might make the applicant unsuitable for carrying a firearm (Penal Code § 26190).
Complete required training (Penal Code § 26165).

CCW Application

The Novato Police Department utilizes Permitium to process CCW applications. Click the icon below to begin the CCW application process through Permitium. The online portal application packet contains information regarding rules and regulations for obtaining a CCW in the City of Novato. We do not accept. drop-off applications. The Novato Police Department can only accept and approve CCW applications for residents of the City of Novato. If you live outside the city limits of Novato, you must contact the law enforcement jurisdiction where you reside.

APPLICATION:

Complete the California State Application online.

LIVE SCAN APPOINTMENT:

Once you have applied online and submitted the required documents, schedule a Live Scan fingerprint appointment through Novato PD Records (415) 897-4361.

PSYCH APPOINTMENT:

While waiting for the results of the Live Scan, please schedule a psychologist appointment with Dr. Clementi by emailing Jayme Tickemyer at: jaymetdrclementi@gmail.com.

BACKGROUND:

Once these tasks have been completed, a background check will be completed.

Pursuant to PC 26165(e): NPD cannot require you to complete the required 16-hour firearms course until after the Chief of Police approves your application.
