Overview of Process

Notice Period: 60-days (January 8, 2021 through March 9, 2021)

During this period, interested parties must notify the City at sward@novato.org of their interest in the property and submit a proposal no later than March 9, 2021. In order to be considered for negotiations, each proposal must include, at a minimum, the following:

1. Transmittal Letter - The transmittal letter must include:

a. Name of submitting organization, or name and relationship of the organizations included in a consortium, if applicable.
b. Legal structure and date established, if applicable, of the organization submitting.
c. Name, signature, title, address, telephone number, and email address of the person(s) authorized to negotiate on behalf of the submitting company or organization.
d. Relationship and role of all team members and organizations included in the proposal, if applicable

2. Conceptual Proposal - Please provide the following and any other relevant information:

a. Narrative: Please describe the types of uses, activities, and programs to take place on the site, as well as the impact you expect them to have.
b. Proposals that include residential uses must provide a unit count and specify the number of affordable units and levels of affordability proposed.
c. Proposed Business Terms: Describe the key business terms of the proposal, including disposition and remuneration to the City.
d. A proposed implementation timeline.

3. Qualifications and Experience - Please provide the following and any other information to demonstrate your qualifications and experience:

a. The qualifications of the project principal and other team members to successfully complete the proposed project.
b. Describe your team members’ experience with projects of similar scale and complexity.

4. Financial Capacity - Please provide the following and any other relevant information to demonstrate the financial capacity to successfully complete the proposed project:

a. Proposed financing strategy to support the concept, including amount and source(s) of all capital (equity, debt, other) and guaranties.
b. Audited financial statements for the previous three years for each of the organizations identified in your transmittal letter.

Negotiation Period: 90-days (approximately March 10, 2021 through June 8, 2021)

Following the Notice Period, the City will identify and notify one or more respondents selected for a minimum 90-day negotiation for the property. Proposals received in good order shall be prioritized for negotiation as indicated in Section 54227 of Section 8 of Gov Code as follows:

Proposals for parks and recreation uses
Housing proposals
Among housing proposals, proposals with the greatest number of units will be given priority
For housing proposals proposing equal numbers of units, priority will be given to the proposals with the deepest level of affordability

Selection: June/July 2021

The City Council will, in a publicly noticed meeting, determine which, if any, of the negotiated proposal(s) are acceptable and direct Staff to proceed accordingly.

The parcels are currently designated as a combination of Mixed-Use, Community Facilities, Low Density Residential, Parkland, and Open Space and are zoned Planned District (PD). Both are also subject to the Hamilton Reuse Plan, which serves as the Master Plan for approximately 1,250 acres of former Navy-owned land at Hamilton Field. However, offers for any use that is consistent with the neighborhood will be considered regardless of current zoning.

What information is available regarding existing site utilities?

While the City is not able to share information provided by the various utilities directly, a summary of the existing infrastructure is provided below:

North Marin Water District
There is an existing 12” plastic pipe under Hangar Avenue from San Pablo Avenue to Stern Drive and a 6” plastic pipe from Stern Dr. to the end of the street. There is also a 12” plastic pipe under San Pablo Avenue from Hangar Avenue to North Circle.

Novato Sanitary District
There is an existing 4” force main under Hanger Avenue from San Pablo Avenue to Stern Drive. Also under San Pablo Avenue, there is a 16” HDPE from North Circle, which narrows to a 15” PVC near a manhole at the intersection of San Pablo Avenue and Hamilton Parkway. There is also an 8” PVC from San Pablo Court that connects to 6” PVC on San Pablo Ave. and then to the manhole at the intersection of San Pablo Avenue and Hamilton Parkway. From the manhole, a 15” PVC continues on Hamilton Parkway going north. There are sewer pipes that discharge to two manholes on San Pablo Avenue and within APN157-690-53.

Gas
A 4” plastic line runs down Hangar Avenue to Stern Drive. There is also 2” plastic pipe under Hanger for a short distance that serves the City’s parcel 157-690-56. There is also a 4” plastic line under San Pablo Avenue beginning at the intersection of Hangar and San Pablo Avenues, reducing a 2” plastic line to San Pablo Court and Mildenhall Street.

Electrical
There is a trench with 2 conduits, 4” and 6” (distribution line) and 6” spare line under Hangar Avenue. A 3-600 A 12KV turns to Audubon Way and 3-1A 12KV continues all the way down on Hangar Avenue. The 6” spare stops at Stern Drive. Under San Pablo Avenue, a 4” conduit (3-1A) 12 KV distribution line runs from Hangar Avenue to San Pablo Avenue. Then turns right to Alconbury Way/Mildenhall St. and from a box and crosses San Pablo Avenue to San Pablo Court. There is also a 2” conduit (1-1A) that crosses San Pablo Avenue near Hangar Avenue. The materials for electrical distribution lines are not known.

Comcast
There is an existing underground cable that crosses San Pablo Avenue near the intersection of San Pablo Avenue and Hangar Avenue.
