Overview of Process
Notice Period: 60-days (January 8, 2021 through March 9, 2021)
During this period, interested parties must notify the City at sward@novato.org of their interest in the property and submit a proposal no later than March 9, 2021. In order to be considered for negotiations, each proposal must include, at a minimum, the following:
1. Transmittal Letter - The transmittal letter must include:
a. Name of submitting organization, or name and relationship of the organizations included in a consortium, if applicable.
b. Legal structure and date established, if applicable, of the organization submitting.
c. Name, signature, title, address, telephone number, and email address of the person(s) authorized to negotiate on behalf of the submitting company or organization.
d. Relationship and role of all team members and organizations included in the proposal, if applicable
2. Conceptual Proposal - Please provide the following and any other relevant information:
a. Narrative: Please describe the types of uses, activities, and programs to take place on the site, as well as the impact you expect them to have.
b. Proposals that include residential uses must provide a unit count and specify the number of affordable units and levels of affordability proposed.
c. Proposed Business Terms: Describe the key business terms of the proposal, including disposition and remuneration to the City.
d. A proposed implementation timeline.
3. Qualifications and Experience - Please provide the following and any other information to demonstrate your qualifications and experience:
a. The qualifications of the project principal and other team members to successfully complete the proposed project.
b. Describe your team members’ experience with projects of similar scale and complexity.
4. Financial Capacity - Please provide the following and any other relevant information to demonstrate the financial capacity to successfully complete the proposed project:
a. Proposed financing strategy to support the concept, including amount and source(s) of all capital (equity, debt, other) and guaranties.
b. Audited financial statements for the previous three years for each of the organizations identified in your transmittal letter.
Negotiation Period: 90-days (approximately March 10, 2021 through June 8, 2021)
Following the Notice Period, the City will identify and notify one or more respondents selected for a minimum 90-day negotiation for the property. Proposals received in good order shall be prioritized for negotiation as indicated in Section 54227 of Section 8 of Gov Code as follows:
- Proposals for parks and recreation uses
- Housing proposals
- Among housing proposals, proposals with the greatest number of units will be given priority
- For housing proposals proposing equal numbers of units, priority will be given to the proposals with the deepest level of affordability
Selection: June/July 2021
The City Council will, in a publicly noticed meeting, determine which, if any, of the negotiated proposal(s) are acceptable and direct Staff to proceed accordingly.
