Pavement Management Program Presentation
At their regular meeting of July 9, 2024, the Novato City Council received an update on the City's Pavement Management Program. They City of Novato is responsible for maintaining approximately 320 lane miles of pavement which represents a substantial investment of approximately $277 million. This presentation provides Council and the community with an update on Novato's current roadway pavement condition.
Description
This project will resurface pavement on city streets as identified in the City’s Pavement Management Program and as funding will allow. Pavement Condition Index (PCI) and other factors are used to prepare a recommendation of priority street segments to receive pavement rehabilitation in a given fiscal year. The type of rehabilitation work will vary from scrub-seals and micro-surfacing to grinding/paving or recycled pavement options depending on the condition of the roadways. These projects will also upgrade pedestrian facilities to meet accessibility requirements and often include bike lane striping and traffic safety enhancements like crosswalks. The Novato Complete Streets & Pathways Oversight Committee reviews the pavement management data and streets recommendation list, considers public input, and makes a further recommendation to the City Council for the final approval of each annual pavement rehabilitation project.
Location
~7.5 centerline miles of various City maintained streets identified through the Pavement Management Program.

Schedule
Project development work will take place during late 2022 and early 2023 with concrete construction anticipated in spring 2023 and pavement rehabilitation during summer 2024.
Cost
$ 1,700,000 per Fiscal Year. Costs are based on the projected revenue available for street paving, typically made up of Gas Tax (SB1 RMRA and Highway User Tax Account) and TAM Measure B (Vehicle Registration Fees) totaling around $200,000 for project development and about $1,500,000 for construction capital.
