The City of Novato Bicycle/Pedestrian Plan was adopted by the Novato City Council on March 24, 2015, and an Addendum was adopted on June 13, 2023.
The purpose of the Bicycle/Pedestrian Plan is to improve the cycling and walking environment in Novato by laying the foundation for future bicycle and pedestrian planning efforts, in addition to meeting the guidelines of the California Active Transportation Program, the requirements of which are contained in Senate Bill 99 (Chapter 359, Statutes of 2013).
The Bicycle/Pedestrian Plan provides for a recommended citywide network of sidewalks, bicycle paths, lanes, and routes, along with bicycle and pedestrian-related programs and support facilities intended to ensure cycling and walking become more viable transportation options for people who live, work, and recreate in Novato.
The Bicycle/Pedestrian Plan outlines priority facility enhancements, safety improvements, and connectivity between destinations such as transit, neighborhoods, employment, and other community amenities, for bicyclists and pedestrians.
Development of the Bicycle/Pedestrian Plan was informed by:
- Information gathered from meetings with the Novato Bicycle/Pedestrian Advisory Committee and City staff;
- Two City of Novato Bicycle/Pedestrian Plan public workshops;
- Information on proposed routes from the previously adopted City of Novato Bicycle Plan (2007);
- Relevant bikeway information gathered from the Marin County Unincorporated Area Bicycle and Pedestrian Master Plan (2008); and
- A survey conducted in late 2014.
The City of Novato Bicycle/Pedestrian Plan is part of a larger effort by the Transportation Authority of Marin to facilitate a coordinated update of bicycle and pedestrian plans for the County of Marin and eight of Marin’s cities and towns.
The City of Novato Bicycle/Pedestrian Plan was paid for with funds the Transportation Authority of Marin received from the State of California – Transportation Development Act, Article 3, with support from Alta Planning + Design, Parisi Transportation Consulting, and CSW / Stuber-Stroeh Engineering Group Inc.
