These types of residential permits do not need plans. Examples of permits that do not need plans include: window replacements, residential electrical service upgrade, reroofs, water or gas line repair/ replacement and residential water heater, furnace and/or air conditioner replacements. Please be aware: All information on this page consists of general directions; specific projects may have additional requirements.

(Note: permits pulled by contractors do not need Owner-Builder form, but require a City of Novato Business License & proof of Worker's Comp.)
Residential California Energy Form(s) for the following jobs are no longer required:
HVAC - HERS verification and documentation required at Final Inspection
Windows - Window replacement must meet requirements of 2022 California Energy Code Table 150.2-c of a Max. U-Factor of 0.40 and SHGC 0.35
Water Heater - Must meet California energy standards and the hot water pipe insulation must be the thickness not less than the diameter of the pipe per 2022 CPC Section 609.12
Reroof - Class A Roofing materials required, Solar Reflectance/Thermal Emittance 0.08/0.75, a Radiant Barrier is required.
Lighting [Outdoor, non-kitchen & kitchen] -
- All new lighting fixtures must be High Efficiency
- Wall mounted exterior lighting must be controlled by motion sensor/photocell or astronomical time clock and have on/off capability.
- Kitchen lighting must have readily accessible wall-mounted on/off dimming controls that can be manually adjusted.
- Bathrooms must have at least one lighting fixture controlled by an occupancy or vacancy sensor.
