The Complete Streets and Pathways Oversight Committee (CSPOC) was created by merging the Bicycle Pedestrian Advisory Committee and the Street Improvement Oversight Advisory Committee. 

CSPOC monitors, oversees and provides recommendations for proposed Capital Improvement Program (CIP) projects for streets and pathway improvements, identifies potential bicycle and pedestrian facility improvements based on community needs, liaises with other public agencies, schools, bicycle and pedestrian interest groups and/or individuals and assists with the annual development of the 5-year pavement rehabilitation plan.

Resolution 2022-010 Establishing the Complete Streets and Pathways Oversight Commission

The City of Novato Bicycle/Pedestrian Plan was adopted by the Novato City Council on March 24, 2015 and an Addendum 1 was adopted on June 13, 2023.

Meeting Schedule

3rd Wednesday of every other month at 5:30pm. Meeting was formerly the 2nd Wednesday of every other month, but was changed at July 13, 2022 meeting.

The committee is made up of seven members and two alternates.  All but one member must live within City limits; one member may live in the unincorporated area of Novato.
