The purpose of the City Banner Display Program is to enhance the awareness of events and programs sponsored or funded by the City of Novato; programmed through the City’s Parks, Recreation, and Community Services Department; or sponsored or funded by another local public agency. The City Banner Display Program assists residents and businesses by providing public information, fosters civic pride, and supports the significant economic benefits that the city gains from tourism.
The City of Novato has two locations for banner displays:
- Horizontal banner poles across DeLong Avenue near Reichert Avenue (currently unavailable); and
- The exterior walls of the Community House at 908 Machin Avenue.
The City makes these locations available on a first-come, first-served basis for the installation of banners that announce City-sponsored, City-funded, City-programmed, local public agency sponsored and local public agency funded events only. All banner messages shall be limited to identifying the civic program or event, the specific dates the program or event shall take place, and any illustrations which highlight the message. All other banners and advertising shall be prohibited. The City does not intend to create a public forum in or on the City’s banner display locations.
How to Reserve a Community Banner
Please review the current Banner Program Administrative Policy to ensure your event is eligible for the program. Reservations may be made directly with the Novato Parks and Recreation Department by submitting a City Banner Display Application with a complete and legible illustration of the proposed banner with all text and graphics. Each banner display period will be one week, beginning and ending on a Monday, for a maximum of two consecutive weeks. Reservations will be accepted up to one calendar year in advance of the first day of the requested display period.
Please review the current Banner Program Administrative Policy to ensure your event is eligible for the program;
- Complete the City Banner Display Application and attach a complete and legible pictorial representation of the proposed banner with all text and graphics.
Submit the completed, signed application, with a check made out to City of Novato to:

Each City Banner Display Application will be approved or denied within 30 days of filing. All City Banner Display Applications will be subject to a fee due at time of application. Display fees are due and payable for each use period as shown in the Banner Fee Schedule as adopted by the Novato City Council. Upon approval of a City Banner Display Application, the associated banner shall be delivered to the address above by Wednesday of the week prior to the reserved display period. Banners that do not match the pictorial representation submitted with the associated application will not be hung and no refund of any fees shall be provided to the applicant should this occur. Banners must be picked up by Wednesday following the display period.
NOTE: The current Banner Program Administrative Policy was approved on Thursday, March 5, 2020 with revisions to restrict banner program participation and messaging as described above. The revisions to the Banner Program Administrative Policy were made to avoid the potential display of messaging outside of policy on city facilities within the public right-of-way and to avert potential free speech violations. With the revised banner program policy in place, the city recognizes that there are several groups who have advertised events through the banner program in the past but no longer meet the new requirements. Please accept our apologies for any inconveniences as a result of these changes.
