Council met in Closed Session, prior to open session, to discuss existing litigation: City of Novato, et al v State of California, et al. No report out.

General Business:

Authorize the City Manager to enter into an installment payment agreement; pay the amount in full; or negotiate other payment terms with the California Department of Finance for amounts owed due to the dissolutions of the City's Redevelopment Agency (continued from December 15, 2015 meeting)

Council authorized the City Manager to pay the full amount, under protest, and aggressively pursue the City's lawsuit to recover the monies.

Closed session followed adjournment of open session. Closed session report-out: the City Council, on a 5-0 vote, directed staff to amend the Petition to File refusing to accept installment payments and insisting the $5.2M balance be paid by the end of the year.
