The Community Banner Display Program is designed for use by Marin-based civic groups, community groups and neighborhood organizations whose principal location is within the County of Marin and who exist primarily to provide services or engage in activities for the public benefit of the residents of the County of Marin.
The purpose of the Community Banner Display Program is to enhance the awareness of civic arts and community events, including performing and cultural arts programs and special events. The proceeds of those programs and events must be devoted to the financial support of the group or organization sponsoring the event or to provide funding for the activities or services carried out and provided by the group or organization. These programs and events must be open to the public.
Reservations are made by submitting an Application for Community Banner Display. Reservations require a complete application (including banner wording), display fee and application fee. It is important that the banner wording be limited to identifying a civic arts program or community event. The banner message should include the dates the program or event will take place, plus any graphics to accompany the wording. Political statements, messages or campaign advertising is always prohibited.
Applications are accepted by the Public Works Department at 550 Davidson Street. No applications are accepted by telephone or fax. An Application for Community Banner Display may be submitted up to one calendar year in advance of the display date. City of Novato and City of Novato sponsored events shall have priority for all dates. City of Novato use of the horizontal banner display (over DeLong Avenue) shall preempt other scheduled uses with a minimum 30-day notice whenever possible. A full refund of fees will be given if this occurs.
For DeLong Avenue banners, display fees are based on a per week reservation. For Community House banners, display fees are based on a per use reservation. Horizontal banners (over DeLong Avenue) may be displayed for a maximum of two consecutive weeks. Community House banners may be displayed for two weeks before and for the duration of an event.
Deliver banners to the Public Works Department Corporation Yard located at 550 Davidson Street by the Wednesday of the week prior to the display period. Pick up banners from the Public Works Department Corporation Yard by the Wednesday following the display period.
