Vineyard Road: Pre-Existing Conditions

 Status Updates 6/24/19: We are continuing to prepare the roadway for final asphalt overlay. There are multiple areas where we have encountered extremely soft soils and are in the process of excavating and replacing the material. The additional work has pushed the schedule back by one week. We have decided to re-schedule the final asphalt overlay for the week of July 10, 2019. We didn’t want to start paving during the short week of July 4th, and leaving the paving equipment in the neighborhood if anything was to go wrong.
The contractor will be working on individual residential driveways and road widening, the week of July 4th. We appreciate your patience during construction

 

Status Update 5/24/19: During Paving work on Vineyard Road yesterday Thursday May 23, around 5pm, workers encountered extremely soft  road base around Sanitary Sewer manhole (Vineyard Road at Mosswood Court) causing the grinding / milling machine sink approximately 8 to 12 inches. We had to temporarily stop the construction operations (for approximately 40 minutes). This unexpected event created traffic complications between Mill Road and Sutro Avenue, for which we would like to apologize. We appreciate your patience during construction.

Status Update 3/26/19: First Day of Construction is scheduled for Monday, April 1, 2019 (weather permitting).

 

Status Update 3/4/19: Pre-construction conference is scheduled for March 5, 2019. Beginning of work is tentatively scheduled for March 25, 2019 (weather permitting) with completion anticipated by the end of June 2019. Nearby residents will be notified via mail of the exact construction start date when information becomes available.  

 

Status Update 12/7/18: The project was re-advertised on September 28, 2018 and the second bid opening was held on October 23, 2018. A total of four bids were received. On October 29, 2018 the City of Novato received a bid protest. The City staff consulted with the City attorney’s office and concluded that the bid protest had no merit and was rejected. On November 27, 2018 the City Council awarded the construction contract for this project to Coastside Concrete and Construction Inc. Beginning of work is tentatively scheduled for the second half of January 2019 (weather permitting) with completion anticipated by the middle of June 2019.

Status Update 9/14/18: Bid opening and Contract Award. At the Bid opening on September 4, four Bids were received. City Council was scheduled to Award the construction contract to the lowest responsible bidder at the September 11, 2018 meeting. On September 10, 2018 staff received a Bid protest filed by Ghilotti Bros.Inc. the second lowest responsible bidder. After an investigation and legal consultation the City rejected the initially apparent low bid from Coastside Concrete & Construction Inc. Because all other bids received are substantially higher than the engineer’s estimate and because some items in the bid were exceptionally higher than anticipated, staff recommends that the City Council reject all bids and authorize staff to re-bid the project. Staff believes more favorable prices may be obtained by revisiting the plans (value engineering some bid items), creating base bid and bid alternate(s), and re-bidding the project. Staff intend to bring the repackaged project for approval and authorization to bid at the next City Council meeting on September 25, 2018 to minimize any delay.

 

Status Update 7/30/18: Notice to Contractors issued.

 

Status Update 7/24/18:  At the July 24, 2018 meeting, City Council adopted a resolution approving the plans and specifications, authorizing a bid advertisement and finding that the project is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15301 Existing Facilities - Subsections 15301 (c) and 15301 (d) for the Vineyard Road Improvements, Capital Improvement Project Number (CIP) 15-017.

 

Status Update 2/28/18: At the February 27, 2018 meeting, City Council unanimously approved Vineyard Rd. sidewalk gap closure options and provided direction to staff to proceed with finalizing the project plans and specifications for construction (scheduled for Summer/Fall 2018). Staff recommended construction of a sidewalk along the south side of Vineyard Rd. between Eucalyptus Ave to the existing sidewalk approximately 300 ft east of Trumbull Ave. Staff also recommended construction of a midblock crosswalk approximately 300 ft west of Mill Rd and a new sidewalk along the north edge of the "porkchop" island at the intersection of Vineyard Rd and Mill Rd as part of the current roadway resurfacing project.

Status Update 2/12/18: At their regular meeting on February 27, 2018, 6pm at Novato City Hall, the City Council will review Vineyard Rd sidewalk gap closure options and provide direction to staff to proceed by finalizing the project plans and specifications for CIP Project #15-017. Staff is recommending the construction of a sidewalk along the south side of Vineyard Rd between Eucalyptus Ave and approximately 300 ft east of Trumbull Ave, as a part of the current roadway resurfacing project and the construction of a midblock crosswalk approximately 300 ft west of Mill Rd and a new sidewalk along the north edge of the “porkchop” island at the intersection of Vineyard Rd and Mill Rd.

 

 

Project Overview

 Vineyard Road Improvements (CIP 15-017)

Description

This project will consist of comprehensive pavement rehabilitation (Cold In-Place Recycling is being considered) of the existing roadway with localized dig-outs and patched as needed; inclusion of Class II and Class III bicycle facilities through the project limits where feasible based on pavement width; replacement of any damaged existing curbs and gutters; upgrade ADA curb ramps and accessibility features as mandated; replacement of pavement striping and markings; and relocate and/or install new traffic signs.

Location

The project limits extend from Wilson Avenue at the eastern terminus of Vineyard Road, to Sutro Avenue at the western terminus for a total length of approximately 1.118 miles.

 Benefit

The primary focus of this project is to repair/repave roadway surface to enhance vehicular and bicyclist safety. Additional improvements include upgrading ADA facilities as mandated by current guidelines and repairs to existing pedestrian infrastructure.


 Schedule

  • Construction started April 1, 2019 with an installation of the pedestrian infrastructure (sidewalks, curb ramps).
  • Construction of a large section of the sidewalk (Eucalyptus Avenue to Trumbull Avenue-800 feet) started April 22, 2019.
  • The major roadway reconstruction, Cold in Place Recycling (CIR), is scheduled to begin the second half of May, in four phases-4 days.
  1. Wilson Avenue to Eucalyptus Avenue-westbound
  2. Eucalyptus Avenue to Sutro Avenue -westbound
  3. Sutro Avenue to Eucalyptus Avenue-eastbound
  4. Eucalyptus Avenue to Wilson Avenue-eastbound
  • Final Hot Mix Asphalt (HMA) overlay is tentatively scheduled for the week of May 28 (after Memorial Day) and expected to take approximately 4 to 5 days.
  • Driveway conforms, punch list items, final cleanup will take place first half of June


 Cost

Total funding is $ 1,815,757. $ 1,015,000 is federal Surface Transportation Program Block Grant (STP) funding, $550,000 is state SB1 Gas Tax and $250,757 is a local funding match.
