Novato Hires a New Community Development Director

Public welcome reception to be held on Tuesday, January 29 prior to City Council meeting

NOVATO, CA—The City of Novato is pleased to announce the hiring of Vicki Parker as the City’s next Community Development Director. Parker, who begins work on Monday, January 28, will oversee the City’s Planning and Building Departments and succeeds Bob Brown who recently retired from that position.

Parker, 58, comes to Novato with more than 20 years of experience in land use planning in both the public and private sectors--most recently serving as the Community Development Director for the City of Cotati, where she completed the City’s General Plan Update, including development of a new circulation plan for the City’s west side, managed an update to their urban growth boundary, developed new processing procedures and permit thresholds to incentivize projects that had stalled during the recession, authored the City’s cannabis regulations and initiated their business retention program.

“We are excited to welcome Vicki to Novato,” said City Manager Regan Candelario. “This position is integral to the continued success of our City and Vicki’s experience with both the public and private sectors combined with her knowledge of regional issues and collaborative nature makes her a perfect fit.”

The selection of Parker was a result of a three-month long recruitment process that started when Brown, who had been in the position since 2012, announced his impending retirement. Parker’s annual salary will be $169,872.
Parker began her career in San Diego, working for a planning and landscape architecture consulting firm. From there, she went on to work for the City of Vista where she headed that city’s long-range planning efforts, and for Stantec Consulting, a large, multi-disciplinary consulting firm. In 2009, Vicki moved to Santa Barbara to serve as the Deputy Director of the County’s Permit and Development Department. There she headed the Long-Range Planning and Redevelopment Division where she worked on community planning efforts including a growth management ordinance for Montecito, a preservation and access plan for the Gaviota Coast and an investment stimulus strategy for the town of Los Alamos.

She has both a BA and an MA in Geography from San Diego State University and completed her coursework in a SDSU/UCSB joint Ph.D. program in Geography. Her undergraduate program emphasis was environmental quality and public policy, while the focus of her graduate degree shifted to more urban issues, with an emphasis on urban design and history.

“I am very excited to join the Novato staff. Every community is different, and I enjoy the rewards and challenges of helping communities realize their unique vision,” said Parker. “Community planning is multi-faceted and needs a diverse set of voices in order to develop public policy that achieves the goals of those voices. I look forward to assisting the Novato community achieve its ambitions both large and small.”

A reception for the community to welcome Parker will be held on Tuesday, January 29, at 5:00 p.m. in City Council chambers, prior to the City Council meeting. Light refreshments will be served.
