Recap of 2/13 City Council Meeting

Beth Livoti, Chair of the Commission on Aging, provided Council with an annual report which highlighted the Commission's achievements, upcoming events and goals.
The Novato Gymnastics Team was recognized for its 2017 NorCal State Championships and the Novato Gymnastics Boosters presented a $25,000 check to the City of Novato's Gymnastics Program. Gymnastics Recreation Supervisor Perry Siu introduced some of the winning gymnasts and invited the public to the 2018 Novato Classic Gymnastics Meet on March 3 & 4 at the Novato Gymnastics Center.
CONSENT CALENDAR - Council approved the items below with the following exceptions - Item 4 was pulled and will be placed on the February 27, 2018 Council meeting agenda & Item 7 was pulled to be discussed under General Business
Item 1 - Waive Reading and Authorize Introductions and/or Adoptions of Ordinances by Title Only
This is a standard procedural action to waive any first reading of an ordinance on this agenda, so that the City Council does not have to read the ordinance in its entirety, only the ordinance's title.
Item 4 - Receive and file the City's Quarterly Payment (Warrants) Registers, Purchase Order Reports, and Travel Expense Reports for the months of September, October, November, and December 2017 (This item was pulled and will be placed on the February 27, 2018 Council meeting agenda )
Item 6 - Adopt Ordinance No. 1636 amending the McPhail's Commercial Development Master Plan (previously adopted by the City of Novato Ordinance No. 1537), rescinding and replacing all text addressing business and professional office use, and replacing the same with a list of permitted and conditionally permitted uses for 5400 Hanna Ranch Road, APNs 153-220-16 and -19 in accordance with the City of Novato Municipal Code, Chapter XIX, and the conservation and planning law of the State of California
Item 7 - Receive and file a letter sent in opposition to SB 827 (Wiener) Planning and Zoning – Density, proposed legislation, which would exempt certain housing projects from locally developed and adopted building height limitations, densities, parking requirements, and design review standards (This item was pulled and placed under General Business)
Council held a public hearing to introduce an ordinance amending the Novato Municipal Code (Chapter XIX – Zoning Sections 19.20, 19.30, 19.34, and 19.60) to revise the standards and requirements applied to the development of accessory dwelling units and junior accessory dwelling units as required for consistency with new California law and finding the amendments to be exempt from the requirements of the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15282(h).
On December 5, 2017, the City Council considered amending the Novato Municipal Code to comply with the requirements of California Assembly Bills 2299 and 2406 and State Senate Bill 1069 addressing how local agencies must regulate accessory dwelling units (also known as “second units”) and junior accessory dwelling units. At this hearing the City Council adopted motions directing staff to modify specific components of the recommended text amendments, including:
- Allow a single-family residence to have both an accessory dwelling and junior accessory dwelling; and
- Add the definitions of Public Transit Facility, Car Share Vehicle Facility, and Car Share Vehicle to the Zoning Ordinance as recommended by staff.
The Novato City Council in currently in the process of creating its next Strategic Plan for Fiscal Years 2018/19 - 2020/21. The Strategic Plan sets the City's goals and objectives to be met over a three-year period. Attend an upcoming City Council work session and workshop to provide your input:

Council received and filed the City of Novato Comprehensive Annual Financial Report (CAFR) for Fiscal Year 2016/17. The CAFR is a "point-in-time" document that reports the City's financial information at the end of each fiscal year. The City's annual financial reports are available online at novato.org/finance.
Council reviewed, discussed and approved some of the proposed changes to the Council Policy Manual. Council voted to create an ad hoc committee, including Mayor Fryday and Councilmember Eklund, to work with staff on remaining suggested changes for the manual. The remaining proposed changes will be placed on the agenda at a future Council meeting. The current Council Policy Manual is available online at novato.org/citycouncil.
Council directed staff to prepare and agendize a letter for the Mayor's signature opposing SB 827. (This item was pulled from the Consent Calendar and placed under General Business)
