No ceremonial matters or presentations

CONSENT CALENDAR - Council approved all items with the following exception - Councilmember Lucan recused himself from Item 4

Item 1 - Received expenditure approval list of June 8, 2017

Item 2 - Adopted a resolution responding to the Marin County Civil Grand Jury Report "Overcoming Barriers to Housing Affordability"

Item 3 - Adopted a resolution establishing appropriations limit for fiscal year 2017/18

Item 4 - Accepted the work as complete and authorized the City Manager to sign the Notice of Completion for the Measure A Group 8 & 9 Pavement Rehabilitation Contract 1: Roadway Preparation and Concrete Work

Item 5 - Authorized the Mayor to sign the Mayor's National Climate Action Agenda Letter to President Trump opposing the rollback of U.S. Climate Actions

Item 6 - Accepted the work as complete, authorized the City Manager to sign the Notice of Completion and adopt a resolution amending the CIP budget for the Hamilton Pool Solar Project--SEED Fund, CIP project 15-018



Council discussed and provided feedback on a proposed ordinance amending the Novato General Plan to continue the Urban Growth Boundary for placement on the November 2017 ballot. Staff will bring this item back to Council at a future meeting.

In 1997, the voters of Novato adopted an Urban Growth Boundary to constrain the expansion of "urban" development (e.g., that which require sewer and water utilities) into the rural areas surrounding the incorporated City limits. This voter approved initiative will expire in November 2017 unless extended or amended. At its meeting of March 7, 2017, Council voted to place the extension of the Urban Growth Boundary on the November 2017 ballot.


Council received a presentation, reviewed 3rd Quarter agenda items for City Council meetings and provided new proposed agenda items to determine scheduling priority for agenda planning July 2017 through September 2017.
