RESPONSE TO INITIAL ALLOCATION OF HOUSING NUMBERS FROM ABAG

The City of Novato wrote to ABAG, the Association of Bay Area Governments, about the initial allocation of affordable housing units for the City of Novato. This allocation was in a draft document entitled Projections 2007.

This response, in a letter dated October 27, 2006, indicates that the initial allocation of 1,431 units was unrealistically high, and provided information that supported this statement. Due to this concern over the high initial allocation, City staff was able to reduce the number of units proposed for Novato, from 1,431 to 1,241.

RECENT DISCUSSIONS WITH THE PLANNING COMMISSION

The first meeting was on June 15, 2009, and this is when staff presented the issue of the need to update the Housing Element, why this is required, a discussion of the new requirement to identify specific sites as part of the site inventory analysis. The Planning Commission has comments regarding why and how the sites were selected, and proposed additional sites for staff to consider.

The second meeting was on May 3, 2010. The purpose of this meeting was to remind the Planning Commission of the need to update the Housing Element, respond to the questions they posed to staff at the June 15, 2009 meeting, and to provide a revised site inventory to the Planning Commission to provide comments and any recommendations.

The third meeting, on June 7, 2010, was intended to respond to the additional information the Planning Commission wanted to review regarding the housing opportunity sites proposed by staff as part of the May 3, 2010 report, and additional rationale as to why some of the sites were removed from the opportunity sites list the Commission saw in June 2009. Due to the large crowd, and the amount of comments that were presented to the Commission and staff, there was no discussion about the proposed housing opportunity sites, or the criteria that was proposed by staff.
