ADOPTION OF CITY BUDGET FISCAL YEAR 18/19

Council discussed the Proposed FY 18/19 Operating and Capital Budgets and approved a resolution adopting the final budgets, approved a resolution adopting the final budget of the Novato Public Finance Authority and approved a resolution authorizing personnel allocation changes as part of the 2018/19 City Budget.

The Adopted City Budget for the 2018/19 Fiscal Year totals $72 million, and is made up of an Operating Budget of $50M and Capital Budget of $22M, up approximately $3M from the previous year's budget. Some highlights of this next fiscal year's budget includes the reestablishment of school resource officers, Novato Boulevard improvements, and a full-time front desk staff person.

The City's budget process for the 2018/19 fiscal year began in January 2018 and has included a series of community workshops held on April 17, 23 and 28 in City Hall, Hamilton and Margaret Todd Senior Center; the Capital Improvement Program City Council work session on April 10, 2018, the Operation Budget City Council work session on April 24, 2018, continued discussion with budget direction from Council at its May 8, 2018 meeting, a special City Council meeting on May 14, 2018,  and a second Operating Budget workshop on June 12, 2018. TRANSPORTATION AUTHORITY OF MARIN'S FINAL SALES TAX RENEWAL EXPENDITURE PLAN

Council received a presentation and adopted a resolution approving the Transportation Authority of Marin's Final Sales Tax Renewal Expenditure Plan.

In 2004, the Transportation Authority of Marin (TAM) received approvals from the Board of Supervisors and a majority City/Town Councils of Marin for a 1/2 cent Transportation Sales Tax Expenditure Plan which was placed on the ballot as Measure A in November 2004. Measure A was widely approved by Marin County voters and has been collected since April 1, 2005. This local sales tax provides over 70% of all funds received for Marin County's transportation needs.

 

AGREEMENT WITH NUSD TO STUDY HOUSING

Council authorized the City Manager to enter into a Memorandum of Understanding with the Novato Unified School District regarding the investigation and exploration of the potential development of joint workforce housing for public employees.
