CEREMONIAL MATTERS/PRESENTATIONS

Members of the 4th of July Parade Committee presented the Annual Parade Award to Miguel Villarreal. Miguel was this year's parade Grand Marshall and was recognized for his work on promoting wellness in our local schools.

The City Council presented Barbara McVeigh and Dr. Christina Leimer a proclamation declaring the week of October 1-8, 2017, as 39th U.S. President Jimmy Carter Week. Dr. Leimer and Ms. McVeigh spoke about the former president's national and international humanitarian work. Info on the Carter Jamboree 2017 events in Marin.

Superintendent Jim Hogeboom from the Novato Unified School District gave a presentation to the Council which highlighted the school district's current priorities and accomplishments.

COUNCILMEMBER/CITY MANAGER REPORTS

Proposed Agenda Item - Placing Items on Council Agenda Schedule

Council voted not to agendize this item for a future meeting.

 

CONSENT CALENDAR - Council approved the items below with the following exceptions - Items 1, 2 and 8 were pulled to be discussed under General Business.

Item 1 - Approval of City Council Meeting Minutes from July 25, 2017 (this item was pulled to be discussed under General Business)

Item 2 - Approve the response to the Marin County Civil Grand Jury Report: "Public Engagement in Marin: A Pathway to Inclusive Governance", and authorize the Mayor to execute a letter of transmittal to the Grand Jury. (this item was pulled to be discussed under General Business)

Item 3 - Adopt a resolution to amend the Fiscal Year 2017/18 operating budget to reclassify a Senior Office Assistant position to a Permit Technician position, and to increase the budget by approximately $6,936 annually to fund the proposed change.

Item 4 - Authorize the City Manager to sign an agreement amendment with LSA Associates, Inc. to provide engineering services for the Novato Boulevard Improvements Project: Diablo to Grant (CIP Project No. 01-004) in the amount of $137,351.

Item 5 - Adopt a resolution appointing the City Treasurer as the Plan Administrator for the City of Novato Public Agency Retirement Services (PARS) Post-Retirement Health Care Plan.

Item 6 - Adopt a resolution adopting findings regarding the unspent balances of Development Impact Fee ("DIF") funds as of June 30, 2016, consistent with State law; and, receive and file the annual DIF Report for fiscal years 2014/15 and 2015/16.

Item 7 - Adopt a resolution rejecting all bids received and authorizing re-bid for the Retaining Wall Replacement Simmons Lane and Sunset Parkway, CIP Project No. 14-007.

Item 8 - Authorize the Mayor to execute an agreement with Team Gaebler to provide facilitation services related to the City Manager's performance evaluation. (this item was pulled to be discussed under General Business)

 

PUBLIC HEARINGS

Council held a public hearing and introduced an ordinance amending the Novato Municipal Code to add a new Section 4-19 (Electric Vehicle Charging Systems) relating to expedited permitting procedures for permit processing for electric vehicle charging systems implementing AB 1236, Government Code Section 65850.7. Second reading and adoption of the ordinance is scheduled for September 26, 2017.

  

GENERAL BUSINESS

Council approved the response to the Marin County Civil Grand Jury Report: "Public Engagement in Marin: A Pathway to Inclusive Governance" with a revision to Response 7 to include additional language regarding staff time spent on public engagement and authorized the Mayor to execute a letter of transmittal. (Item was pulled from Consent to be discussed under General Business portion of the agenda)

On June 26, 2017, the Marin County Civil Grand Jury released a report titled “Public Engagement in Marin: A Pathway to Inclusive Governance”. Per the Grand Jury, the intent of the report is to “…look at how well our cities, towns and County engage with the public.”

Council authorized the Mayor to sign a letter endorsing the transition to 100% clean and renewable energy. Mayors for 100% Clean Energy is an initiative of the Sierra Club's Ready for 100 Campaign. The initiative calls on all Mayors from big cities to small towns to support a vision of 100% clean and renewable energy for their communities. Novato is the first city in Marin to endorse this community-wide goal of transitioning to 100% clean and renewable energy by 2050. 

Council directed staff to modify the General Plan 2035 Environmental Impact Report scope to consider a higher maximum Floor Area Ratio (FAR) for hotels anywhere in the City, such as 0.7. Hotel developments commonly have higher building volume than surrounding retail and office development because of the room count needed for cost-effective operations, but also because the building volume per required on-site parking space is much larger for hotels than other commercial development.

It is common practice for City Councils to conduct annual performance appraisals of the positions they appoint, such as the City Manager, and to establish performance goals for the positions for the following year. It is also common practice for City Councils to retain the services of an independent, third party consultant to facilitate the evaluation process and the development of the goals.
