Closed Session was held prior to the Council's regular meeting. Council did not finish their discussion and reconvened the Closed Session at the conclusion of their regular meeting -- No reportable action
The City of San Rafael's Director of Homeless Planning and Outreach Andrew Hening and Downtown Streets Team Project Director Logan McDonnell gave a presentation to the City Council on the Marin Mobile Care Portable Shower Project.

Item 2 - Award construction contract to American Pavement Systems, Inc. for CIP Project No. 16-001 & 17-001 - Measure A Group 8 & 9 Contract 2 - Pavement Rehabilitation - CEQA Exemption - 15301(c) Existing Facilities
The annual assessment amount for a single family home in the Hillside Park Unit 4 Subdivision will be $312.16. This assessment represents an increase of $10.16 over the previous year assessment. The maximum allowable assessment is based upon the highest confirmed assessment and is adjusted annually to the current maximum allowable assessment of $606.00.
The annual unit assessment amount in the San Marin District will be $37.86 per equivalent dwelling unit, and will be adjusted to reflect location and use of the parcel. This assessment represents an increase of $1.26 over the previous year assessment.
The annual assessment amount for a single-family home in the San Pablo Subdivision Landscape and Lighting District A-03 will be $715 per unit, based on the amount to be assessed to Single Family Residential units for the Hamilton Field CFD 1994-1 for Fiscal Year 2017/18. This assessment represents an increase of $2.50 over the previous year assessment.
The annual assessment amounts for a single-family home in the Wildwood Glen Subdivision will be $210.48 for Fiscal Year 2017/18. This assessment represents an increase of $7.00 over the previous year assessment.
Council received a presentation and approved a resolution adopting a mitigated negative declaration and approved a resolution granting a use permit to remediate contaminated soil prepared for Hamilton Square/970 C Street.
Hamilton Square, LLC has submitted applications to remediate contaminated soil and subsequently construct a 31-unit residential townhome project on the 2.67-acre property located at 970 C Street.
Council received a presentation and discussed the Proposed FY 17/18 Operating & Capital Budgets. Council will continue this item at their June 20, 2017 meeting.
The City budget process for the 2017/18 Fiscal Year began in February 2017 and has included a series of community workshops held on March 25, March 30, and April 5 in Hamilton, San Marin and Downtown; the Capital Improvement Program City Council work session on April 18, 2017, the Operating Budget work session on April 25, 2017, and continued discussion and budget direction received from the City Council at its May 9 & 16, 2017 and June 6, 2017 meetings.
