The City Council recognized April 22 as Earth Day in Novato and presented the proclamation to the Novato Streetscape Committee, recognizing the 22nd Annual Clean & Green Day on Earth Day, April 22, 2017. Clean & Green Day is an event that the committee organizes every year for the Novato community to come together and beautify Novato by removing litter from city streets, medians, creek banks, parks and bike paths. Additionally, the Novato Streetscape Committee presented their annual report which highlighted Business Landscape Recognition, Adopt-an-Island Program and Clean & Green Day--which set a record last year with 390 participants.

The City Council also presented the Novato Youth Center, Novato Fire Foundation and PG&E with a proclamation recognizing the 4th Annual Novato Youth Chili Academy Cook-Off.  The event benefits youth programming in Novato with proceeds going towards low-income and at-risk youth through programs offered by the Novato Youth Center and the Novato Fire Sports Program through the Novato Fire Foundation. PG&E has served as an event sponsor for the past 4 years supporting youth programming in Novato.



The City Manager gave his report and mentioned:

  • Community Workshop: Hamilton Federal Lands to Parks Properties on Saturday, April 22, 2-4pm at the Hamilton Community Center, 503 B South Palm Drive  - Join city staff at a Community Workshop to share your ideas of what you envision for the Hamilton Lands to Parks properties (Town Center, Bachelor's Officers Quarters and Commissary Sites). Drop in any time between 2-4pm to talk with staff and provide your feedback. If you can't attend, we will be posting this topic on Open Novato so you can weigh-in online. More info at
  • Novato Downtown Streets Team Ribbon Cutting Celebration on Wednesday, April 26, 11am-12pm  - Join the City of Novato and the Downtown Streets Team on the Novato Civic Green, 901 Sherman Avenue for a Ribbon Cutting Celebration to welcome the Downtown Streets Team to Novato. Immediately following the celebration we will join the Downtown Streets Team Members to help cleanup Downtown together. Additional event info >>

Council approved items below with the following exceptions: The Sustainability Programs Coordinator item was pulled and will be considered at the April 25 City Council meeting, and the Letter of Opposition to SB 35 item was pulled from Consent and discussed under General Business.

Receive expenditure approval lists of March 30 & April 13, 2017

Receive Annual Housing Element Progress Report from staff and the Planning Commission and concur in the submission of the report to the Office of Planning and Research and the Department of Housing and Community Development in accordance with California Government Code Section 65400

Accept work as complete and authorize the City Manager to approve a Notice of Completion for the DeLong Avenue and Ignacio Boulevard Highway Interchanges Resurfacing CIP Project No. 13-003; Federal-Aid Project No. STPL-5361 (026)

Accept work as complete and authorize the City Manger to approve a Notice of Completion - Safe Pathways to Schools Crosswalk Improvements CIP Project No. 16-008 and Safe Pathways to Schools Radar Speed Feedback Signs CIP Project No. 16-009

Approve minutes from February 28, 2017 City Council meeting

Adopt a resolution to approve the addition of a Sustainability Programs Coordinator I/II to the City's Classification Plan (Item was pulled and placed on the 4/25 Council Agenda)

Review and approve plans and specifications and authorize bid for CIP Project #12-017 – Hamilton Levee Seepage Collection Phase II, and find the project exempt from CEQA pursuant to Guidelines Section 15301; Existing Facilities

Authorize the City Manager to sign and send a letter of opposition to SB 35 (Wiener) – affordable housing-streamlined approval process (Item was pulled and discussed under General Business)



Council held and public hearing and introduced an ordinance of the City Council of the City of Novato amending Section 2-3.2 "Municipal Elections" of the Novato Municipal Code to change the date of the General Municipal Election to November from odd numbered years to even numbered years; and adopting a plan to phase in the shift to even-year elections by electing office holders in 2017 and 2019 to serve 5-year terms, returning to 4-year terms in 2022 and 2024 elections. Second reading and adoption of the ordinance is scheduled for May 2, 2017. 



Council adopted a resolution approving the restructuring of management positions, roles and responsibilities within the Central Administration, Administrative Services and Parks, Recreation and Community Services Department and amending Resolution 57-94 adopting the City of Novato Classification Plan to update the classification specification for the Assistant City Manager position with the amendment to remove item #6 from the resolution.

Based on the operational needs of the City, and the broader strategic goals of the Council, staff recommended to reduce and realign the management structure within the Central Administration, Administrative Services, and Parks, Recreation and Community Services Departments and to hire two, well-qualified individuals to fill critical vacancies. The key feature of the proposed restructuring is the creation of a second Assistant City Manager position. This position would assume executive-level responsibility for Public Engagement and Communications, Economic Development, the City Clerk’s Office, Hamilton Base Reuse, and the new Sustainability program. The existing ACM position would continue to serve as Director of the Administrative Services Department, including Finance, Human Resources, and Information Technology, and would also serve as the Parks, Recreation and Community Services (PRCS) Director. In order to create capacity for the additional departmental responsibility, most of the support the current ACM position provides to the City Manager’s Office and to citywide issues would be shifted to the new ACM.

To support the restructuring and ensure adequate staffing resources, it is also recommended that a Senior Management Analyst, Management Analyst II, and one Office Assistant position be approved. The Senior Analyst and the Office Assistant would be assigned to the new ACM and would primarily support the Public Engagement and Economic Development programs. The other Analyst would be assigned to the existing ACM and would primarily support PRCS operations and assist PRCS and Public Works with the administration of capital improvement projects related to recreation and community facilities.


Council received a presentation and provided initial comments on the proposed Capital Improvement Program (CIP) Budget for Fiscal Year 17/18.


Review of the Draft General Plan 2035--Public input summary and feedback on the Environmental Legacy, Living Well, and Economic Vitality chapters and provide direction to staff relating to edits to the General Plan (This item was pulled and placed on the 4/25 Council Agenda)


Council authorized a Letter of Opposition to SB 35 (Wiener)--Affordable Housing-Streamlined Approval Process to be sent with the amendment that it be signed by the Mayor. (Item was pulled from Consent to be discussed under General Business portion of the agenda)
