Heidi LaGrasta, Executive Director of the Marin Museum of Contemporary Art (MarinMOCA) presented an annual report on the public benefits it provides in its programming and operations to the City of Novato. MarinMOCA—the only free contemporary art museum in Marin--maintains two art galleries, a museum store, a classroom, and 15 artist studios, including an Artist-in-Residence studio.

CONSENT CALENDAR - Council approved the following items:

City Council Meeting Minutes for January 10, 2017.

Award a construction contract for the Safe Pathways to Schools Sidewalk Gap Closures – Arthur Street and Plum Street, in the amount of $308,158.50 to Coastside Concrete and Construction Inc. as the lowest responsible bidder submitting the lowest responsive bid.

Approve renewal of the annual Microsoft Office 365 subscription licensing in the amount of $45,705.60

Authorize the application for a State of California, Department of Housing and Community Development, Housing-Related Parks Program Grant and authorize the City Manager to accept the grant funds if awarded.



Police Chief Adam McGill provided an update on the Police Department—which included updates on the various divisions, crime stats and trends, and an overview on the Department’s community engagement efforts.

Discuss and provide feedback to the Council's appointed delegate to TAM (Transportation Authority of Marin) Board of Commissioners concerning prioritization of regional transportation projects.

After discussion, the Council recommended that Councilmember Lucan prioritize the following as projects that would best benefit the Novato community:  Marin-Sonoma Narrows, The Bettini Transit Center Permanent Facility, the Highway 37 Widening and Sea-Level Rise Adaption, and the Direct Connector from Northbound Highway 101 to Eastbound I-580 projects, with the highest priority going to the Marin-Sonoma Narrows.



City Manager Regan Candelario announced the City’s budget workshops (March 25 & 30, April 5), where the community can learn more about the City’s budgeting process and its finances, and City staff from each department will be at each workshop to answer questions and get feedback on City services and budget priorities—prior to the City’s proposed budget going to Council in April.
