Recap of 2/7 City Council Meeting

A Closed Session regarding anticipated litigation and real property negotiations between the City and PG&E convened upon the close of the Council’s regular meeting.
City Planning staffer Matt Gilster provided a demonstration of the City’s “Business Counter” software—an online tool that the department recently launched (novato.org/bizcounter) to help businesses save time & money, and make it easier to navigate the City's permitting processes.
Second Reading and Adoption of an ordinance to regulate on-street parking of commercial vehicles in all zoning districts except light industrial/office areas. This ordinance was first read at the January 24 City Council meeting.
The City Council reviewed and discussed potential changes to their existing meeting schedule, and scheduled upcoming agenda items. The Council voted to keep the existing meeting schedule for every Tuesday and would review that schedule at the Council’s agenda-setting meetings and adjust as necessary. Additionally, the Council voted to change the start time for Council meetings to 6 p.m., which will become effective the first meeting of the second quarter, which is Tuesday, April 4. Council also reaffirmed the practice of not scheduling meetings on the Tuesdays after Mondays that fall on observed Federal holidays and set the Council summer break with no meetings on Aug. 1, 8, and 15.
COUNCILMEMBER/CITY MANAGER REPORTS
Proposed Agenda Item – Consideration of Rescinding the Action of Support relating to the Transportation Authority of Marin (TAM) Board decision to pursue State Legislation in 2017 to provide an exemption to the 2% cap on the local transaction and use taxes in order to allow TAM to consider pursuit of a new sales tax measure for transportation – Mayor Athas. COUNCIL VOTED TO PLACE ITEM ON FEBRUARY 28 COUNCIL MEETING AGENDA.
Proposed Agenda Item– Consideration of a "Summer at City Hall" program that involves a 4-6 week education/leadership classroom environment and internship at the City of Novato in collaboration with NUSD – Mayor Athas (ITEM WAS MOVED TO THE MARCH 7 COUNCIL MEETING)
Proposed Agenda Item – Discussion on including in the Land Use section of the revised General Plan an objective that provides for staff to disclose the total FAR (Floor Area Ratio) for mixed use developments that has structured parking – Councilmember Eklund. COUNCIL VOTED TO INCLUDE A SPECIFIC DISCUSSION REGARDING FLOOR AREA RATIOS (FAR) FOR MIXED-USE DEVELOPMENTS WITH STRUCTURED PARKING DURING THE GENERAL PLAN LAND USE DISCUSSION AGENDA ITEM SCHEDULED FOR MARCH 7.
